Context: I am a fairly high ELO player (full Immo3 lobbies, top 100 radiant Act triangles) and nowhere have I seen worse player quality than Illinois. I get Ascendant 3 peaks and hardstuck low Immortal players in Il, whereas where I queue Texas it's guaranteed full on high elo. Why is this? This has been the case for almost 1.5 years. I don't want to have 20 extra ping, but if it guarantees I don't get Neon and Yoru instalocks who run it down because they're salty washed up Radiants that peaked literally years ago, then so be it. I queue at peak times, I have been fairly consistent in ranking for 4.5 months, and go positive nearly 90% of my games.

Here are a few Sage walls I found for Icebox. I hope you find some use out of these walls, I didn't try them yet in Comp, but they seem alright :P
