When can you get/"hire" a new agent? Do you need to be a certain level to get an option to hire more?

I'm currently a level 21 in VALORANT and I've gotten 2 chances to "hire" new agents. I took Breach and Neon. I am waiting for another change to "hire" another agent. Does anyone know when I can do that?

Why does everybody hate Fracture?

Ive never had any annoying issues with Fracture. It’s actually one of my favorite maps lol. Is it the rat spots or something? I’m not trying to defend it, I just wanna know cause i dont get it
