Personally, I think chamber is the better pick seeing as his kit comes with an op. But Jett also has some of the best util for oping and holding angles.

Harbor feels like too much unnecessary smokes and very little "other utility".
Compare to other controllers -
Astra has stun and pull/vulnerability which helps the team besides smoking.
Brimstone has stim beacon and Molotov.
Omen has flash and also mobility to play like a duelist and get out of sticky situation...
