The average player is around Silver 2-3ish. If you're Gold you're above the average player, so why do we call it a low elo?

Weeklies XP not increasing...
Hello everybody, is it just me or did the weekly xp not increase this week?
I had 11700 XP per mission last week and this week it's the same again.
I was curious about how much they increase every week and last week started tracking it and...
