Why can't we have honest discussions about the rules of the subreddit?

The below comment (and entire post) criticising the way this subreddit is being run was removed.

I'm struggling to understand why we can't have genuine conversations about the rules of this subreddit. People might agree with my points, or disagree; that's your prerogative, and it's the whole point of the up/down vote function. But nowhere on the rules does it say 'no discussing the state of this subreddit'.

I want to hear how other people feel about what was said in the above comment. I've been a part of this subreddit, through it's difficult journey trying to figure out and experiment with the handling of video submissions, and for me, this feels like a much less entertaining and immersive subreddit than it was before. It's bad enough that the majority of friends I have met through this subreddit are now no longer involved, or are too scared to post.

EDIT: And to add, I understand the mods are humans. And I understand they do this of their own time, because they love the community. But being critical =/= being toxic, or hateful. I just want to see improvements made - and if I'm not in the public opinion, fine - I'm happy with that too. But there's no current way to know, or have these discussions.
