Why does Chamber not sound French?

I am honestly confused. Chamber does not have a genuine French accent but more like a copy-cat one while his VA is fluent in French.

If I may take an example from another game: Apex Legends has a French character, Wattson. She sounds perfectly French while the VA is not related to any French speakers but learnt it during her studies.
