Why doesn't Jett's ult reset in The Range anymore?

Why doesn't Jett's ultimate reset in The Range anymore?

Back 2 acts or 2 major patches ago, your Jett's knives used to be able to reset after killing a bot with either right click or your left click. Did they remove that feature? Why won't it work suddenly. Why did they remove it?

It really helped me practice my knife right clicks. Wish they'd bring it back.

Who does the agent icons?

I saw the new fade and harbor agent icons, were they made by the same person who did the other agent icons? (the ones in the actual game right now) What is his name?
