Why don't you get your elo back when you play a cheater who gets banned?

So today I played a few games and during one of them, there was a player on the other team who seemed pretty suspicious so I reported him. My team ended up losing the game and went next. During my next game, I received a message saying he got banned.

After finishing up that game I checked my career to see if I got my elo back, and I didnt.

It was the haven game. I don't know if Riot has intended to return Elo to people who loss games due to cheaters, but I really think they should. I'm overall just tilted because my win rate this season is like 25% and then I run into a cheater in which I don't get my Elo back. I have been Immortal 2 & 3 for the entirety of the past 2 acts and I feel like all of the games I play now are just unfair. Of course I am going to keep playing and I know I'm just in a rough patch, but whenever I play a cheater I just have to pray he gets banned during the game so the match is terminated.
