Why do so little people have a mic?

I just started playing valorant after playing csgo for a long time. In CSGO about 4/5 people have and use a mic in comp. In valorant its 2/5. Why is this? Why queue comp without a mic?

What is the meaning of the background icon on every skin in the store?
