Simply put, Riot would be shooting themselves on the foot by adding the ability to gift skins to friends.

Their whole FOMO monetization scheme would be ruined by the fact that people would immediately see this as an opportunity to start their own underground market on discord, reddit, etc.

Just think about it, you could set up 20+ accounts to get different rolls in your shop and then tell some Skin Trading Discord what you have for the day. You would then connect with players and gift them whatever skin they want for an upmarked price.

Plus you could even do this all on your own. Just check all your personal accounts and gift yourself whatever you need. With enough accounts you could probably always have something you want in at least one of your shops.

This would most likely be inevitable and would subvert Riot's whole money making scheme, and I can guarantee they already know this and don't have any plans to add gifting for this very reason.
