While Skye's util is going to be slightly more expensive (by 50 each), the fact that her flashes will have the ability to regenerate could be a good swap for having 2 instead of 3. Of course you wont be able to bully people with flashes, but if you use an info flash in the beginning and live for the 40 second regen, it'll be as if you still had 3 (thats if you prefer to use an info flash in beginning of rounds).
