i strongly believe that there should be a dodge list, i can think of two ways to solve the counter argument of it being exploited to allow you not go against good players.

You could make it so that you can only add people on your team which is kind of effective but very much tbh.

The one i think you should add is the option to add someone to your dodge list ONLY if you report them and they get banned. This makes a lot of sense and I don't see how it could be exploited. This would also mean that its rare for you to be able to as most people who are toxic don't get banned but its better than nothing.
