What makes a map an "IGL playground?"
I recently got into watching the tournaments and would like to be able to follow what's happening better. Casters and analysts during Lock/In repeatedly referred to Haven as an IGL playground. Can anyone explain why? And what other maps are...

Oni-Katana without the effects is better
Hot take, I like the oni katana without the effects more than with. Do wish riot would implement a way for people to get variants for weapons without the effects added to them. I really want the white variant without the effects :(

Why does other places get the new stuff later??
I live in Japan right now, and what it seems to me is that everyone gets the new stuff in like an hour or so? But I have to wait another 11 hours or so since I live in Japan? Can some one explain to me me why this happens?
