Buff: Make Cypher's trips disable agent utilities until its destroyed

You have no idea how many times my trips fail because of a Reyna just dismissing away when they get tripped or a Raze getting tripped and still being able to satchel jump away and destroy it.

His trips should be able to, like Kay/o's, disable enemy utilities until its destroyed to at least give it a little more effectiveness.

Why can the enemy team hear Astra use her Astral Form(X)?

Genuinely asking as other dome smokers don’t really have this restraint. This has lost many games for me where I could potentially clutch if my X was silent.

Quick tip for Chamber

if you use your Sheriff with ADS the first bullet will be 100% accurate, if you dont use ADS on his sheriff the bullet has a little inacurracy. Tested in Practice range with 15 bullets without ADS and 15 with ADS.
