Can someone help me with saving on eco?

When I light buy I typically get light armour and mid priced gun

When I full save I don't buy armour and just go with the classic

Both times though I always buy full util. How should I eco my util?

Without Jett, Chamber or Reyna, what agents would be using the Operator?

Those are the three agents pure instant Get Out Of Jail Free abilities. Two of which are considered the Operator's main agents. Without them, who would use it?
