I got my account back 3 hours ago and i changed the mail address, the name, and enabled 2 step verification. Someone was in my account before i changed those, can they acces my account again even though i changed these?

Question about Night Market release time for us Kiwis
Rito says the night market is coming out Dec 7th, so today in New Zealand.
But, does it get released at one time globally (so Dec 7th for USA but Dec 8th for New Zealand), or is it released based on your local time?
