Thought of a new Cypher buff. When he ults a new hat magically appears on his head like Bartholomew Cubbins or that guy from Caps for Sale. Also make him shredded after he uses hit ult. This buff will help create the Chadpher we have been asking for, and I see no reason why Riot should not implement these changes in patch 2.03
