The 3 Rank queue requirement should be enforced in matchmaking.
Why is it that in a Radiant game there can be a diamond 3 player? If i'm ranked Radiant I can only queue with people in immortal and up, yet there can be a diamond 3 player in the game wondering how the hell he got there and 99% of the time...
