I needed 16 rr to rank up, after playing a game I got awarded 18 rr so I expected too rank up. But I didn't, instead my rr stopped at 99 instead of going up a rank and having 2 left, is this normally supposed too happen? Every time I have ranked up it's instant from whenever I gain enough and it has never just stopped at 99.
