How common is it for people to cheat and not be banned?

I used to play quite a lot but stopped nearly 1 year ago and came back on today just for a little bit of casual, I was playing unrated and had someone on my team who looked like he was wall hacking, He wasn't really hiding it but no one not even our team mentioned it.

I could be wrong but every time I was spectating He just seemed to know where they were and he'd always be at the perfect site for them on defense, it could just be a coincidence since I already suspected him but whenever he flanked behind them he always just ran without checking anything but the few times there were people in mid he would decide to slow walk instead of sprinting like he knew when someone would be waiting, overall just cautious when he needed to but then most of the time just ran with the knife out and never got caught by someone in mid.

I might just be wrong but I'm 90% he was using walls but he had a full inventory of skins which is what threw me off, I know people hack in the game but I thought with him being that obvious there's no way he still has his main account unbanned.

I ended up reporting him and just put in the comments it looks like he is walling but I could be wrong.

For hacks like walls do they detect the program or are they based off of being caught using them?
