how to get this crosshair?

it has somewhat rounded outer and inner edges, and is small. kinda looks like its inner lines :1422 or 1322 but how do i get the rounded effect? any help would be appreciated.

In WARMUP Cypher is doing literally nothing to help the team and is playing his own little game somewhere else. Turns up at the end after everyone is gone just to get instantly killed.
