Any advice on how to deal with smurfs in silver/gold lobbies?

Over the past 2 to 3 weeks I have encountered smurfs in almost all of my games and very seldom they are in my team. I only report them after the game when their combat score is roughly double that of the nearest players. Not that I think it helps but I feel a little bit better.

It is really hard to counter someone with a 20+ kill lead and 95% headshot rating.

They destroy my kd on my account to the point where I am playing in bronze lobbies when I solo queue as s2.

Does Riot games have a solution for this madness?
