Ion Spectre should have SFX and VFX while firing, but it doesn't. P.S. it does on previous upgrade level

Hide Outlines and Fresnel should be two separate options.
I always wanted the feature to hide teammate silhouettes through walls and its finally here but I still want enemy outlines.
