Is Swoop Peaking bannable?

I've been grinding a lot of competitive lately with Viper and I've found the technique 'Swoop Peaking'. Many call it an exploit and many call it a feature. Would this be bannable?

Basically I'm trying to focus more on just.. improving. I really like Sova, but I just can't find a use for his shock arrows without learning lineups and stuff. Any other suggestions?
