Is it worth buy Vandal/Phantom?

Me and my friend were discussing about, after winning an echo using spectre and heavy shields, we should buy vandal/phantom.

To my mind, its worthy keep using spectre. With spectre we have a few low chance to win, but its possible and if we win, our team will have more money to spend buying others guns for the nexts round. However, if our team buy Vandal/Phantom and still lose, we won't have economy, then not cash enough to buy better rifles.

He thinks, everyone should buy Vandal/Phantom because we have higher chance to win, and if keep using spectre our team will lose.
