I wanted to get this thing clear: Not everyone who is doing bad in your game is boosted. In fact, it is quite rare you find someone who is boosted. You have to understand that everyone in your game is in the same elo, and theoretically has the same skill level. Let's say your cypher is 2-13. Your elo is gold. Before you rage or call your cypher trash and boosted, remember that everyone in every elo does bad some games. It's not like your enemies are bronze. They too are gold just like cypher and your whole team. One player/team just plays better than the other, it's how most FPS shooter games work. You win some you lose some. Even in radiant, people do bad. Some people would automatically think that the person who is doing bad is boosted, well you're wrong. Like I said before, the enemies are the same elo as the person who is doing bad. They are all radiant, and one just plays better than the other. Not everyone can win. If you are still confused, what I am trying to say is that if someone is doing bad, remember that everyone in your game is in the same elo. It won't be easy like smurfing, they all have the same skill level.
