Will Riot ever make the change for toggle and hold being the same speed? I feel like it should be a preference thing not where one has a clear distinct advantage over the other

The issue with the Operator is level design and more flashes won't help
Basically the title. Riot have given us an agent with 3 flashes that she can guide through walls, buffed breach to a point where he is OP JUST to boost his pick rate, and have neglected the weakening Phoenix Flashes.
