Penalties for reported players

So, I've been playing valorant for about 6 months now and have encountered quite a few toxic players (as most people have). I was wondering if there's any way to know if a reported player has gotten a penalty because they're really annoying to deal with in game and they ruin the fun of the game.

Which location is the most toxic?

I am on NA servers and experience toxic players 1/25 games. As I was reading everyone is upset about the toxicity. I am not a new player and have never had a problem with the amount I recieve, am I just lucky?

What do you do with Radiante points?

Hello. I have about 70 points and have no idea what to do with them. Nothing on the internet has cleared things up for me. Sorry if this is a stupid question I really have no idea how to use them.
