Proposed balance changes for Phoenix and Cypher

Phoenix and Cypher are honestly pretty weak right now especially our flame boy.

Phoenix:

Flash

- Make flash projectile speed 10% faster in line with other flash speeds

-Make the flash last slightly longer

Flame Wall

- Make Flame wall not damage teammates

- Deal more damage to enemies or some debuff for enemies who walk through flame wall

-Make it deploy faster and last longer

Passive

-Double the healing of his abilities, sacrificing both abilities for the heal amount that Reyna gets for free seems silly

Cypher:

Tripwire

- Add HP amount to it instead of just being 1 hit from anything to break. Seems unfair that people can just spam their classic right click down a hall and destroy everything cypher has ever had. I propose 30HP since the classic does 26 damage. It would allow every gun to destroy it in close range and 1 single shotgun pellet for 20 meters wouldn't be at the threshold to destroy it. Raze satchel and sova dart would still work.

Cyber Cage

- Make it last a second longer, reveal enemies on radar when they enter it.

Ultimate

- Remove ult effect when looking at enemy directly. If anyone has played cypher you know when you ult and than an enemy peaks and you can't even see the enemy due to the bright ult in front of them.

Tell me what you think of these changes. I am coming at this from maining both agents before and from a high elo perspective (Imm 2).
