In a recent article about smurfing, they think smurfing brings instability to matchmaking fairness and are disruptive behaviorally in Valorant. With all those reasons, they think having malicious motivations for smurfing will result in a ban.

You don't need to track and detect pro players doing it, they're streaming it in broad daylight. Let's take a look at a couple of these bannable behaviors that yay is certainly doing at least one of them.
These behaviors that will result in a ban: Purchasing accounts or intentionally tanking an account's MMR by losing/forfeiting games. Obviously, yay has an iron account. First off, I really doubt yay spends his free time tanking an account to iron. He practices, scrims and has life stuff. So it's more likely that he bought the tanked iron account. There is 0 way he made a new account, played terribly and gets wind up in iron. Most players of average competency wind up in silver. Yay is not average, yay is yay. So yes, yay bought the account, which is according to their terms of services, will result in a ban. Which won't happen, because it's Yay.
Obviously, a lot more people are doing it other than Yay. I'm focusing on pro players because they have the power to discourage smurfing. More so pro players who're content creators as well. They will bring every excuse under the sun to undermine it. I understand, it can be fun to smurf. I was a big smurf a year ago and I regret it. Sure, it's fun watching Yay dunking on silver players but no one presses play to spend 30 minutes getting stomped by a smurf.
It's not okay. And it's more so not okay that Riot is turning a blind eye to it. You truly want less smurfs in the game? Enforce the ban on EVERYONE. In fact, iiTzTimmy was doing his iron to radiant stream and he actually got banned, but he got unbanned because of his connections with a Riot dev. So smurfing is bad and bannable, got it. But if you do it for content, it's suddenly fine? Riot needs to answer this. Also it's pretty obvious that all of them bought tanked iron accounts to start. Purchasing accounts is against terms of service, but not for content creators, I guess. Disappointing.
