The Valorant Patch Notes 3.08 has a description that says "There is no balance, only Zuul."
What does that mean?

Why am i standing still and aiming at a person and yet i dont hit any bullets?
Ive noticed that i sometimes get no shots on anyone even when i have my crosshair completely on them, ive tried burst shooting, tap shooting and spraying but still the same thing happens where no bullets hit, this has gotten me killed count...
