Movement animations in VALORANT are flat out implemented wrong. The animation is tied to player acceleration and not momentum (movement speed) causing the issue seen above. The issue is so bad that even one millisecond of discontinuity causes the animation to visibly break. If you've ever wondered why some players appear to be gliding when peeking or ADAD'ing, here is your explanation. They could be playing on a broken keyboard with intermittent switches giving them a competitive advantage. Animations have worked this way from the beginning all the way to the current patch, which leads me to believe it's a feature not a bug. If you want to test and confirm this for yourself all you have to do is spam a movement key really really fast.
As a comparison you are unable to do the above in CS:GO, but CS 1.6 does glitch when your movement speed is switches between walking and running speed. It would be nice if Riot fixed this issue, as CS:GO has done, or at least got parity with a game released two decades ago, but I highly doubt it.
Depending on the reception this thread gets I might make parts 2&3 dealing with the netcode (surprise it's broken!), but that will have to wait for another day.
