This game has horrendous smurf detection. Why?

And/or doesn't do anything about it. I'm just trying to understand from Riot's point of view.

Played against this "Gold 1" Reyna who stomped us. Sure enough, I check their tracker and this person is averaging 470 ACS over 8-10+ games with 100% winrate. Why the hell is Riot so stingy with ranks and not instantly move this dude up to Diamond+?

I get that people can get lucky with winstreaks and can make this tricky, but if someone is clearly just ass blasting everyone in every lobby - why not just fast track that account to high ranks? Or bring back smurf queue.
