Some of my games we chill and all of a sudden someone gets openly racist or insults someone on a personal level. I ask all people in all chat to report the person and also say the reason for it, but sometimes I get answer like "No we don't report anyone", while this one guy in my team tells me my family should die.

I understand I can not force people to report, but every time I see toxicity I report it immediately. There are no downs to it. Why do some people refuse? I want to understand whats going on in their head. Have you guys experienced this too?
