It already happened last time, a new agent releases, and riot has snowball fight as temporary mode, even tho replication would allow everyone to play the new agent, even for those not willing to pay to unlock it immediately, and would get the mode some extra attention, it just makes sense. But hey im not riot and maybe they have an incentive to not do that, like maybe if they did less poeple would pay for the agent unlock idk, id like to hear your opinion on this
