Why do "Guardian" get skin in almost every important bundle.

I just want to know how the design team picks the gun to make a skin on.

Guardian has 8 skin almost 9 because Reaver is coming out.
How about the bulldog which is a gun that atleast is getting used.

Will there be a rank reset for the new episode?
