Why does the "ONI, EP 6 BUDDY" not change with the original Oni skins?

Different from the \"REAVER, EP 5 BUDDY\", which i thought established this as standard for color-changing Buddies, this one does not change with the skins from the original Bundle. Can someone come up with a decent reason as to why this is the case?

Why don't more players play Vandal + Shorty?

I've been playing around with this lately and it gives great damage at all ranges (also a decent setup for me as a shotgun player). Why don't more rifle players use a shorty in the pocket?
