Is there a "best time" to play ranked?

Hi hi! New here.

Loads of my friends say "now's a bad time to play ranked" or "the sweats are on at this time" or "its smurf oclock". Is this actually a thing though? I do feel that smurfing and stuff is suuuuuper bad atm.

Have people figured out the best time to play to get the best games?

What works for you?

Has anyone done the statistics for it!?

Thoughts?!

EDIT: I'm only Plat, but apparently this is one of the worst ranks for smurfing and stuff. So apparently time matters... My friend who is adamant about this being a thing is Immortal 2-3. I think she peaked at like 300-400 RR or something.
